The Town of Dartmouth, Department of Public Works is soliciting bids for:

SUPERPAVE

Sealed bids will be received by the Department of Public Works, 759 Russells Mills Road, Dartmouth, MA, 02748, during business hours, until the date and time of the bid opening.

BID OPENING
Bids will be opened May 14, 2024, at
10:30 A.M. Prevailing Time

All bids shall be plainly marked on the outside of a sealed envelope.

Contract Documents, including the Information for Bidders, Form of Bid, Form of Contract, Specifications, and other Contract Documents, may be obtained and/or examined on or after April 17, 2024, at the Department of Public Works, 759 Russells Mills Road, Dartmouth, MA, 02748 Monday - Friday 7:00 AM – 3:30 P.M. Bid documents are also available electronically, please contact rtavares@town.dartmouth.ma.us.

Attention is called to the fact that supplies furnished as part of this Contract are exempt from the Sales and Use Tax. All bids submitted should take this factor into consideration and be calculated accordingly.

Each bid must be accompanied by a bid security in the form of a bid bond, certified check, treasurer’s check, or cashier’s check. The amount of such bid security shall be five (5) percent of the value of the total bid.

The contract will be awarded within thirty (30) days after the bid opening. The time for award may be extended by mutual agreement between the Town and the awarded bidder.

No Bidder may withdraw his/her bid for a period of thirty (30) days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening thereof.

Bidders must be Pre-Qualified with Mass DOT Highway Division.
Vendors are advised that the initial contract term is for one year. The Awarding Authority reserves the right to extend the contract for two additional 12-month options. Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated total value of all bid items. Contractors who are not prequalified to provide the services listed for the total Prequal. contract value, but meet the single year waiver threshold, without documented poor performance issues, and want to bid, should submit a waiver request at least 2 weeks prior to the bid opening to allow for time to appeal in the event that a waiver is not granted. The estimated value provided in this Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three years at three times the initial estimated value. “MassDOT prequalification of contractors with the class of work as, PAVEMENT SURFACING, for the project with an estimated value of $721,875.00 yr. x 3 = Total Estimated Project Value $2,165,625.00 will be required.”

The Bidder must furnish a Non-Collusion Form and Statement of Taxes, with their bid.

Proposals must include ALL DOCUMENTS required by the Invitation for Bid. The Awarding Authority reserves the right to waive any informality, reject any or all proposals, or accept other than the lowest priced proposal.

Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed, minimum wage rates to be paid and payroll submission requirements under the Contract. Minimum Wage Rates, as determined by the Director of the Department of Labor and Workforce Development under the provision of the M.G.L. c. 149, §26 to §27H, as amended, apply to this Project. It is the responsibility of the Bidder, before Bid opening, to request, if necessary, any additional information on Minimum Wage Rates for those trades’ people who may be employed for the proposal work under this Contract.

The Town of Dartmouth reserves the right to waive any informalities in and reject any or all bids, or accept all or any part thereof, to make awards in a manner deemed in its best interest.

DARTMOUTH CONSERVATION COMMISSION
NOTICE OF PUBLIC MEETING

Notice is hereby given that a meeting will be held in accordance with the provisions of the Dartmouth Wetlands Protection Bylaw and M.G.L., Ch. 131, §40, the Wetlands Protection Act, on the Notice of Intent from Gabriel Camara to construct a single-family home with associated grading within the 100-ft Buffer Zone to Bordering Vegetated Wetland on land described as Map 65 Lot 51-1 or Bergeron Lane. The Conservation Commission voted in a Public Meeting to continue meeting virtually (via a Zoom Link) in accordance with the governor’s 2023 extension of the virtual/hybrid open meeting option through March 31, 2025. The meeting will begin at 7:00 p.m., on Tuesday April 23, 2024. Login information for the meeting appears on the agenda posted on the Dartmouth Conservation Commission page of the Town of Dartmouth website. All interested parties should log into the meeting and be present at that time.
